In the Luhansk region, 1 million people are without water, says Ukrainian region governor Sergei Gajdaj.
According to him, there is also no gas in the city of Shevyerodonetsk and he thinks that because of the fighting in the area there is no way to ensure that the citizens can get water and gas.
Gajdaj said on Monday that humanitarian aid is still being delivered to Shevyerodonetsk and the neighbouring city of Lisichiansk.
The Russian army is bombing the region heavily and has also moved into the area with ground troops. According to the governor, there is heavy fighting in Shevyerodonetsk.
Due to the fighting, authorities are evacuating people from Lisichiansk, which is still under Ukrainian control.
