President Donald Trump has ordered the Department of Defense to remove 9,500 U.S. military personnel from Germany.
According to a government official, this should have been completed by September.
Some will be transferred to Poland and other NATO countries. The total number of U.S. troops permanently stationed in Germany is currently 34,500.
Trump threatened to cut back troops last year through ambassador to Berlin Richard Grenell because Washington believes Germany is spending too little on defence.
The NATO standard is 2 percent of the gross domestic product.
The German budget will rise to one and a half percent in the coming years.
