If AstraZeneca does not supply enough corona vaccines to the European Union, the EU can ban its export to other countries.
President of the European Commission Ursula von der Leyen clearly expressed this threat in an interview that was published in the German newspapers of media company Funke.

“We have the option to ban planned exports,” said von der Leyen. “This is the message to AstraZeneca: you first fulfil your contract with Europe before you deliver to other countries.”
The EU and the British-Swedish AstraZeneca have been at odds with each other for some time because the company is unable to deliver the agreed numbers of vaccines to EU countries.
